Created in 1994, in the very midst of the wars in former Yugoslavia, the project was born of the observation that the humanities and culture were the object of ethno-nationalist manipulation, putting their critical function at risk. It contributes to foster democratisation in South-East Europe and highlights the key role of culture and the production of knowledge in overcoming social fragmentation in the region.

It enables new bridges to be established between the universities and research institutes in the Balkans and their counterparts in the European Union, both in order to promote new types of exchange and to resist the current sidelining and isolation of the Balkans. Through alternative training and networking, it seeks to reinforce the autonomy of knowledge production and the independence of thought with regard to social and political issues.
